I would not say scratch data, but data that should confine to one computer.

There are two reasons why local app data is used:
* That is what GetAppConfigDir in fpc returns
* It is used to store a lazarus executable with compiled packages, if
the current executable directory is not writable. Having +/- 150 MB
extra in my roaming profile doesn't help login time ...
