[Lazarus] Merge setup dialog and options dialog?

Exactly. And if your option screen has a simply basic/expert toggle you
don't have to look for a "run install wizard" button somewhere in an overly
complex options screen.
Having the same dialog with 2 "faces" makes sharing code also easier.
