[Lazarus] Extending FCL documentation

It doesn't, because the fcl folder is not used in normal document 
builds. That's why I added a feature to FPDocManager, that allows to 
include such additional help sources.

Yes, of course, because you just built *LCL* help, not *FCL* help.
