I am indiferent as to help formats per se, but I think we should
distribute CHM+LHelp pre-compiled as default. It has problems, but
those can be fixed and it is in the source tree of Lazarus, which
makes it possible to build it as part of our build process and
therefore to include it in our RPMs/DEBs. We cannot have a RPM nor DEB
with a binary built from a source code from outside our source tree.

Of course that after that anyone can change his help to INF+DocView if
he prefers it, it will simply be the default pre-installed in stable
releases and snapshots.
