I already have a HTML-to-IPF converter. It's not perfect (HTML can be
very sloppy), but it does save you a lot of time. I also have syntax
highlighters for IPF files. I normally just use my IDE editor to write
documentation, and again code templates to reduce typing, and a
keyboard shortcut to an External Tools item that builds the INF file
for me.
