[Lazarus] KZdesktop: tabbed IDE package

I strongly suspect Raphael is not a Lazarus committer... and in any case
can do with his time what he wants ;)
In any case, I'm very glad he's developing this: a lot less clutter is
good in my book.
To each his own...
