Ok, finished.

That --setup dialog code is nice - even I could understand it ;)

I extended the setup checks:
- make.exe check was not visible and changed config without asking.
Created additional tab and made it visible.
- added tab and checks for debugger.
Limited testing (didn't test all possible file locations) on Win32:
works fine.
Patch in issue 22539 (perhaps Mattias would like to have a look at that
one?)

After that is implemented, I think we're good to go for the patches in 22533
