[Lazarus] FPC & Lazarus installation including cross compiling from source

Microsoft and Apple would love you for pirating and distributing their
OS's illegally. :-) What you suggest will only work with Linux as the
VM operating system.  Maybe ReactOS could be used for the Windows VM
though. The last time I tested FPC+fpGUI on ReactOS, I was quite
impressed.
