Indeed, for users that are not logged in, a file cache is enabled as
described here:
http://www.mediawiki.org/wiki/Manual:File_cache

It seems it doesn't expire the category page.

You can that yourself by adding ?action=purge to the page url. I just
did that and now the page shows with the new tutorials.

Maybe I should install the purge plugin:
http://www.mediawiki.org/wiki/Extension:Purge
