[Lazarus] Lazarus (UTF8) and Windows: SysToUTF8, UTF8ToSys... Is there a better solution?

Umm, I never quoted any stats.

Free Pascal and Lazarus projects are like Linux - there is NO reliable
way of tracking usage. So at best, any usage claims or stats are just a
best guess, nothing more.
