[Lazarus] Lazarus (UTF8) and Windows: SysToUTF8, UTF8ToSys... Is there a better solution?

My impression is that most people asking Delphi stuff are up to either:
- old Delphi versions (D7);
- people really new to Delphi and programming in general.
