That's the whole idea, I think they expect to attract a new audience with
the mobile offering, and not just sell upgrades to the old Delphi crowd.

IMHO Delphi XE4 mobile version is an unrelated product (like 3rdrail,
Delphi.NET, Delphi Prism etc) till proven otherwise.
