[Lazarus] CHM docs Lazarus 1.2 fixes + 2.6.4rc1

I was making 2.6.4rc1 CHM docs, and decided to also build the lazarus fixes
(1.2) branch.  I don't know if this is necessary, who builds the release
docs?
