You should be able to as well as you can run it on a virtual machine (for example inside virtualbox) and even on AMD processors but Apple doesn't like it. It may involve illegal downloads or be entirely illegal (depending on where you live) and it can be a mayor PITA to set up. No fun to be had there.
Much easier to just buy a used apple machine.
