[Lazarus] Error compiling Lazarus: process_begin: CreateProcess(...) failed

Trunk, but the old executables are from an older unknow revision

What makes more strange is that was working until i updated the svn.

Deleted the lazarus dir with options but the same error

Considering some kind of virus or system misbehavior

Already checked. No local modifications

Make 3.8 from fpc 2.6.4 (used the fullpath and same error)
