C++ apps /do/ work, but only if they are Windows Store/Universal/WinRT
Apps, not Win32. What prevents other native programs from running is that
such applications need to be signed by Microsoft (similar as on the Windows
RT tablets). So while Windows itself would indeed be capable of running
such programs, Microsoft simply doesn't allow it (using artificial
restrictions) on Windows 10 Mobile (it would also be a question in how far
Windows 10 Mobile has e.g. the desktop or a console available, so even if
there would be a chance to circumvent the restrictions you'd have the
problem of displaying anything).
