Thanks Dmitry! It works for this issue but opened a regression: Lazarus 
IDE is moved to the very last place in Alt+Tab history.
Steps to reproduce:
1.) Open Lazarus and "Leaks and Traces", check that it is stay-on-top
2.) Switch to another application with Alt+Tab.
3.) Try to switch back to Lazarus with Alt+Tab - you'll see that Lazarus 
is the very last application. It should be the second after current (in 
other words the first selected).
