[Lazarus] New FPC 3.0 and Lazarus 1.4 Test Installer

I forgot to add that I've built in cross compiler support for x86_64-win64,
i386-linux, x86_64-linux, and arm-android, and the Lazarus environment has
preconfigured builds modes for those targets.
