[Lazarus] Sparta docked form editor moved to trunk

Hello

A package for a docked form editor can be found in :
  components/sparta/dockedformeditor/sparta_dockedformeditor.lpk

It was first cleaned from component palette code and renamed in
freesparta branch, then committed to trunk.

Please test everybody!

Things to remember:
- If you have the old package from freesparta branch installed, you
must uninstall it first.
- The package requires FPC 3.0 (which now means 3.0RC2).
- A docked form editor makes most sense with AnchorDocking, but it can
be used also without it.
