[Lazarus] Suggestion for IDE

Ondrej, Visible always True, just resizing or not. I mean, if 
/"Environment" option checked, not resize but visible True. /if 
/"Environment" option NOT checked, visible True and resize. suggestion: 
Can add max resize value for heigth.
