[Lazarus] Using libjpeg

I looked into it and its questioning for me how it works?
Implementations like I mentioned is not like it and documentations and
even dlls in here
http://www.libjpeg-turbo.org/Documentation/OfficialBinaries are not
like that.

Can you explain more?
