[Lazarus] Lazarus Release 1.6

I have ComboBox which
takes information about filling from a text file. On Lazarus 1.6 cyrillic symbols are like this:?????-??????, ????????. How can I correct this? In Lazarus 1.4 they was correct.

That (compiler progress status) has been removed, quit some time ago.
