[Lazarus] NewMenuDesigner: Removing start-up modal dialog

What about removing the start-up modal prompt in NewMenuDesigner?



1.) It doesn't make much sense for me.
2.) If you have the dialog open and you place a TPopupMenu onto a form, 
the modal prompt is shown automatically.
