[Lazarus] cleaning out the "packagefiles.xml" file

Hi,

If I clean out the "packagefile.xml" file (aka the package registry) and
manually remove all obsolete package entries..... if the remaining
<itemXYZ> tags are not sequential, would that be an issue for Lazarus or
lazbuild?
