[Lazarus] cleaning out the "packagefiles.xml" file

I've always done the same (keep them sequential), but there was an
aweful lot of packages in that registry, so I took a chance... I didn't
even update the <UserPkgLinsk> Count attribute.... It seems lazbuild
didn't give a hoot, and everything functioned as normal. Yeah!

I was curious though and asked the question here, before I completed
cannibalising the package registry file. :)

So now we know, don't bother with sequential numbers... at least for
now. But we don't know what the future holds. ;-)
