I saw in some apps an option: scale UI - 100%..300%. Eg in Telegram.

Can it be idea for LCL? Can u add global variable, 
GlobalScalingPercents, which is affected by OS PixelPerInch, but also 
can be affected by app? App can give option like in Telegram.
