[Lazarus] TLabel accelerator "&:" don't work since 2018

That is an unusual accelerator, ':' requires Shift and that apparently
does not work. It is not related to Windows, I tested on Linux with
LCL-GTK2.
Why would somebody use such an accelerator? Normal characters and
numbers work OK.
