[Lazarus] Lazarus crashes on launch - Ubuntu

There is no fpc 4.0.4. Last release is 3.0.4. fpc 3.2.0 is in the

These are common paths of fpc. The IDE searches them only if it
cannot find fpc.

Uninstall this old lazarus and use our deb packages from sourceforge:
https://sourceforge.net/projects/lazarus/files/Lazarus%20Linux%20amd64%20DEB/Lazarus%202.0.0/
