[Lazarus] Call for translations updates for 3.0 release

Hello.

Now that Lazarus 3.0 branch has been created, it is time for translators
to review and update their translations.

update your translations and post updates to our issue tracker. See
<lazarus_dir>\languages\README.md for details.

Mark your reports with Lazarus version clearly in order to avoid confusion.
