[Lazarus] italian accented vowels wrongly displayed in a TMemo

Since LCL (Lazarus) is UTF8 centered, the byte F9 does not represent a
valid UTF8 codepoint, hence it will show the questionmark.
In UTF8 encodig ù is represented as 2 bytes: $C3 $B9
