 Debian derivatives based on "stable" ships with relatively old package
versions due to its release philosophy (the focus is on stability, not
latest features).  For example the Lazarus version available for Linux Mint
21.3 via apt is 2.2, which was released more than 2 years ago.  I also
recommend going the alternative route suggested by Giulano to get the
latest up to date versions of fpc and Lazarus.
