[Lazarus] OnActivate of TCustomForm should be used on each activate

Hello !
I do not understand why OnActivate is not used on Window Maximize or Fullscreen.We need to update form on activate. When Application is activated, form should be activated. When we go back to a form, onactivate should be used.
