[Qt] New patch TQtWSTrackBar full support

+ TQtWSTrackBar: change pos event, change range event, other QAbstractSliderH 
events.
* TQtWSTrackBar: fixed Orientation change during  runtime.
+TQtWSCustomPage: Added CN_NOTIFY instead of direct call to ActiveControl 
while changing tab.
* TQtWSScrollBar: didn't set Handle to 0 while being destroyed.
