[Qt] Qt 4.4 support

Hello all,
As of lazarus svn revision 17196 we have qt-4.4 support inside qtlcl via 
define USE_QT_44.
Important notice is about QEventLoopDeferredDeletion in procedure 
TQtWidgetSet.AppProcessMessages; .
At this moment we cannot use LCL without this so I set it to $10 in 4.4 call.
Without it, we cannot close forms which shows modal dialog from OnCloseQuery.
There are also small changed in qtwinapi for ToolTip palettes.
