[Qt] Release Candidate V2.3RC of the Free Pascal Qt4 Binding

Hi,

The Release Candidate V2.3RC of the Free Pascal Qt4 Binding
is temporarily available here:

Version V2.3:
 * Added QSessionManager and platform dependant signals 
   (like saveStateRequest from QApplication)
 * Qt Project file adapted to platform Haiku (not tested myself)
 * Qt 4.5 to Qt 4.7 support
  * based on classes/methods available in Qt 4.5 
  * but also compiles with Qt 4.7 and adds -mstackrealign when appropriate.
  * removed QMenu::macMenu not available in Qt 4.7 binaries 
    (but available in Qt 4.5 binaries)
 * Fixed FPC Bug #16448
