[lazarus] broken link on site...

While you are changing the win32 HOW-TO,

the folowing things have changed in the last month or so as well:
- the gtk support has been moved to /packages/gtk, so cvs commands and
directory structure needs to be adjusted.
- the fpcdir environment variable is not longer needed
- because of the new makefiles -which use an environment variable under
win32 to pass command line parameters to the compiler- an snapshot is needed
to cycle to compiler. PPC386 v0.99.12 can't read out the environment
variable and therefore can't be used to start cycling the compiler.

Could some one please back me up on the last issue, because I don't know if
it is still exactly true.

I wasn't sure.  But it is better to use the freepascal name, as you may
decide to move it one day!

Cool.  I think the title needs fixing too.  I believe it says 0.7 but the
revision history shows 0.9 (I guess this goes to 1.0 or 0.91???)
