Yes and No...  The Delphi compiler and IDE go through several change cycles
between official releases, but we usually don't notice because most of them
are not released as bug patches.  However, Borland *DOES*  make some changes
available between official releases.

Now as for the VCL, most developers buy either the Professional, C/S or
Enterprise editions, all of which come with full VCL source code.  That is
so the developers can fully customize the component collection as needed.
No need to wait for Borland to decide to add some hot new component.

I, for one, am glad that the basic FPC compiler will be relatively stable
between snapshots, but I think it would be more effective to finish the 1.0
version and make that the official release platform and let the Lazarus
group take the stance that all stable releases of Lazarus are based upon
this stable platform until such time as it becomes necessary for Lazarus to
start using the *next* stable version of FPC.
