The problem is getting make to build the cmd file and then call ppc386 with it.  I would rather not bypass make if possible, as if it changes for things like new dependencies, my batch version won't, and I'll be stuck doing this all over again.  How to do this in a way that won't break anyone else is a challenge for tonight.
