[lazarus] CVS/Entries Error Message

I attempting to follow the Win95 HowTo for
installation and when I run CVS I get the error below
for some of the items when trying to check them out
and then there is a message indicating the checkout is
aborting???

CVS.EXE checkout: in directory packages:
CVS.EXE checkout: cannot open CVS/Entries for reading:
No such file or directory
