[lazarus] Win32 Native Interface Library

If anyone wishes to contribute to development of 
a win32 native library interface I can show you how to do it using delphi as the 
library development tool.
 
This is a extremely simple thing to do you build a widget 
engine almost exactly like the QT one that I am working on and compile it into a 
dll using delphi.
 
Not the best solution but I have proven that it works and is 
extremely easy to integrate into lazarus.
