[lazarus] CvS changes

Hi,

Since michael got the win32 version of lazarus running, it appeared  that 
the menu is covering the toobarbuttons.
The menu is now fixed and it is moved out of the client area (like the 
standard menus)

Changes:
   + Introduced new componentstyle (csMainMenu) to be able
     to create MenuBars in the future
   * Changed creation code of a FormWidget
   * Played a bit with the IDE layout (which might introduce
     new problems).
