[lazarus] TImage updated!

TImage has been updated. Now it supports 8 and 4-bpp BMP files. It is
too slow yet.
Some formats are still need to be implemented. Nothing has been done (by
me) to implement your TPixmap. May be, TImage needs including in lcl
even now, it's easy:
just include file pictures.pp into graphics.pp (and make pictures.inc),
images.pp - in appropriate controls unit (I can't remember at this
moment, may be stdctrls or extctrls),
and bmpimport.pp should be only available.
PS: SAVEToFile should be made next (may be, by me).
