[lazarus] New bug report feature

Greetings,

I added a feature to bug report. Now everytime someone adds a new bug to
the Bug Tracking on the web site an email will be sent to this list with
the details of the bug. That way developers and anyone on the list is
notified when a new bug has been added.

It doesn't send a message if a developer updates a bug report only when
brand new bugs are added. This should save the developers from having to
check the bug list all of the time.   :-)
