[lazarus] lazres and Windows 9x

HI all,
 
I'm trying to convert a Delphi app to a Lazarus/FPC 
app. But I can't seem to get the program Lazres to work.
 
It always complain that it is unable to open the 
file. I start the program with the following options:
 
lazres unit1.lcm unit1.dfm
 
This should work right?
