Title: Border style affects form while in design mode

When in design mode, forms should not try to display the dialog border mode (when it does I can\'t move it), nor should they prevent resizing if the border mode prevents it.  Checks should be put in place to determine if the form is in design mode and always show it as bsSingle if so.
