I don't know. Here's the original package (154k)... the readme.txt
contains the license:

I used sgraph quite a bit with D5 and it's great for multi-axis
plotting. It was easy to convert except for the series unit (sgr_data)
that uses variants. Hopefully the 1.1 release will compile it.
