[lazarus] Failed to create pipe

Right, I fixed the prior crashed by upgrading FPC. 

Now I have a new problem Lazarus refuses to compile anything, neither
old project code nor projects recently created using the new project
dialog.

In all cases there is exactly the same message:
"Failed to create pipe"
No further information is forthcoming.

I did notice these messages near the top of the lazarus output:
NOTE: editor options config file not found - using defaults
NOTE: miscellaneous options file not found - using defaults
NOTE: codetools config file not found - using defaults
ERROR: TDefinePool.CreateFPCTemplate: Failed to create pipe.

NOTE: Could not create Define Template for Free Pascal Compiler


Any ideas what I'm doing wrong this time ?
