No it isn't. The FPC is compile with the FPC. Maybe that is your 
confusion. The development environment does not exist on the machine 
unless they install FPC. Unlike alot of projects that use gcc you only 
need to install the source to do the build. To build FPC you must HAVE 
FPC. You need to at least install the release binary to rebuild FPC.
