[lazarus] Streaming pixmaps in a form adds a line to top

I've been working on the THoverButton to allow streaming the pixmaps 
through a form which has recently become supported by Lazarus.

The streaming process appears to add a 1 pixel wide horizontal black 
line across the very top of the image.

If I load the image in with the IDE, it looks fine the first time.  Save 
and close the project, reopen, and click the property to open the load 
dialog and the black line is now present.  It also shows when the app is 
built.
