With lazarus 0.9.24, c:\lazarus is the settings folder. Lazarus 0.9.25+ 
has the settings folder in %LOCALAPPDATA%\lazaus, e.g. C:\Documents and 
Settings\Vincent Snijders\Local Settings\Application Data\lazarus
